Ok, so we do not have a RDLS, and as I understand it, we don't need one since we only use Remote Desktop for Admin purposes.
I have gone thru the registry to remove the "Grace Period" but it does not exist.
Firewall is off.
Any other suggestions or comments?

Sounds like the RDS role may have been added which is not needed for the default remote administrative connections.

Thanks for the quick response.
The RDS role is not installed on this server.
To further the mystery...
We have multiple computers with Hyper-V manager installed. (Version: 10.0.19041.1)
Only one of the computers can connect to the remote server.
We have other 2016 Servers running on the same VM with no issue.
The other servers running Hyper-V manger give the following error:
"An authentication error has occurred.
The Function requested is not supported.
This could be due to CredSSP encryption oracle remediation."

are the source and target on the same networks? Are the source and target members of the same domain?
Same domain, same network
