Unable to create an SQL database

I am using the Free Account within the first 30 days of trial. When I try to create an SQL database, I get this:
Create a free account
Explore Azure with a $200 credit for 30 days, 12 months of free products, and more than 25 products that are always free.
Start free

When I click the "Start Free" button, I get this:

You're not eligible for an Azure free account
The Azure free account is only available to new customers. You've previously signed up with this email address, but you can keep going with pay-as-you-go pricing.
Sign up for Azure with pay-as-you-go pricing.

When I check my subscription, it says I have already been upgraded. I have tried this on several occasions over the last couple of weeks with no luck. Telling me that I should create a free account when I do have a free account then telling me I am not eligible for an Azure free account is confusing as f---.

    Since you are having issue with your Azure credit, my suggestion is to contact Microsoft Azure Support by creating a “New support request” via this link. It is not possible for us to see the status of your subscription, and maybe you have exceeded some free limits.

    Another suggestion is to read this documentation "Avoid charges with your Azure free account" to avoid surprises.

    You can also try to apply to the Azure credit by using a different email account.

    I just tried (of course, I have paid one and not using a free account) and it can correctly display the "Create SQL Database" page.

    Possibly some problem on the portal page to determine your access right. Maybe you can use "Feedback" button on the tool bar of Azure Portal site to report this to them.
