Ok posting an answer here just in case somebody does a google for the same question I had. Inside the microsoft store, click the three dots on the top right, go to settings, then go to offline permissions. You have to set that computer as the primary for games with limited license and need internet on to do it. After you have your computer set to the primary you have to login to the games while online, it will update the licenses then after that you can login while the internet isn't working.

Hello, when trying to login without an internet connection it says to go into settings and manage offline permissions. I haven't been able to find a spot to allow offline play without still being connected to the internet. Is this not possible, or is there a setting i can change? Thanks!
