I think you meant MEMCM or even MECM for that matter. MEM is a suite of apps and services. Now to address your question, with CB 2103 you can even use eHTTP to configure Bitlocker as it is supported now. Otherwise if you are running 2002 or lower than 2103 then you have option to just configure the IIS binding for https against Bitlocker virtual apps.

Hi,
Currently we have MEM 2006 and planning to enable Bitlocker management. Below are query.
- we have multiple MP server in site , is it fine if choose any of the other MP server apart from Primary server ?
- found the article after MEM 2002 only required https-enable in IIS.
in this case only https binding enough on the IIS or anything else has to be done ?
whether any certificate required for this configuration ?

For the first question, we can install the BitLocker portals on an existing site server or site system server with IIS installed, or use a standalone web server to host them. So you can choose any MP server.
