I have a VM that I want to restore
I tried both "Replace Existing" and "Create New" options and in both cases the "Staging Location" is empty and I can't select anything there.
As a result I'm unable to run a restore
Any idea whets wrong ?

Could you please confirm if you have any storage accounts created in the same region?
If you create one will it show in the list?

Create a Storage account in the same location where you are creating your VM. It will start displaying under Staging location.
