Requesting built-in GIF creator for making quick How-To GIFs / click through explanations

Question

There are SOOOO many times that I could describe a How-To with a 10 second GIF that would

1. save having to do a screen share/call
2. Be distributable widely and forever
3. save everyone a ton of time

If we could get a GIF maker built into Windows or OneNote or Paint or something that comes standard, that would allow anyone, anywhere to leverage this power to do a quick click through explanation. I work as a contractor at a customer that has strict software install restrictions, and this would make life so much easier if it was something built in.
