If it is related with OEM release, try to contact your OEM about this issue.
Part of the OEM's contract with Microsoft in regards to providing the OEM media and license is that they will address licensing questions about their OEM product.
Sometimes at time of purchase you should be sure to purchase the Downgrade rights to 2016 and you will be sent the license keys with purchase.
For example from Dell's note:
Microsoft provided downgrade kits for a fee in the past on the website. Downgrade kits no longer available on the Microsoft website. Downgrades kits may be offered at the discretion of OEM manufacturers as OEM manufacturers are not obligated to provide them. Dell EMC currently offers downgrade kits for currently supported operating systems. The availability of downgrade kits offered by Dell EMC is subject to change at any time.
