    Although Windows Essentials (which includes Photo Gallery) is not supported (won't get any updates) anymore, you still can download the offline installer. During the installation you can choose which programs you want to install.

    Below is the download link. I've just now tested it and it works perfectly fine. It takes a bit long to load but just wait a bit.

    Windows Essentials latest version 16.4.3528.0331:
