Need help, Uninstalling norton caused a bunch of issues on my computer

Need help ASAP, So ive recently uninstalled norton antivirus that came preinstalled into my laptop, i uninstalled after hearing how intrusive and slow norton may make your computer, after using the official norton uninstall app my computer has run into a load of issues, for starters i cannot access windows defender anymore no matter how many times i click nothing opens at all, and secondly im getting a 403 Error on multiple sites that im visiting, ive never recieved these errors prior to uninstalling norton. Need help asap i have an important thing to do and i cant access a site due to a 403 Error, Ive already tried common troubleshooting and ive even System Restored my laptop back to when i still had norton installed but that didnt fix my issues whatsoever,

here is my system Edition Windows 11 Home Version 22H2 Installed on ‎12/‎25/‎2022 OS build 22621.963 Experience Windows Feature Experience Pack 1000.22638.1000.0 (cant put jpg's on this site for some reason)

    Sorry to hear you're experiencing this issue.

    You can use this procedure to repair and reinstall Windows Defender.

    1-Right-click on Start and select Windows Terminal(Admin)
    2-Paste this command and press Enter:
    Get-AppxPackage Microsoft.SecHealthUI -AllUsers | Reset-AppxPackage
    3-Then paste this command and press Enter:
    Add-AppxPackage -Register -DisableDevelopmentMode "C:\Windows\SystemApps\Microsoft.Windows.SecHealthUI_cw5n1h2txyewy\AppXManifest.xml"
    4-Close the Windows Terminal and Reboot your Pc
    5-Then you should be able to open the Windows Defender

    An HTTP 403 response code means that a client is forbidden from accessing a valid URL. The server understands the request, but it can't fulfill the request because of client-side issues. Usually, this problem is caused by cached information on the browser, clearing the browser cache should fix this problem.

    1-Open the browser then press Ctrl+Shift+Delete
    2-Click on the advanced tab and change the time range to 'All'
    3-Check all options then click on the Clear button.

    Alert: This procedure will delete all cached files including saved passwords and autofill information.

    Hello and thank you for this however both of these solutions did not work for me,

    Ive already tried the first solution for the windows defender issue and each time this text comes up upon running the 2nd command

    Add-AppxPackage : Cannot find path

    As for the second issue ive cleared the everything like you said, But the error still persists

    Edit: I forgot to mention but windows is now telling me i need an app to run windowsdefenderlink so yeah

    The Norton uninstallation may have corrupted some Windows files, you can perform the repair upgrade using the Windows ISO, this procedure will repair all Windows files, apps, services, and registry keys.

    1-Download the Windows 11 ISO at this link.

    2-Double-click your ISO file, and click on the setup.exe file.

    3-You may be prompted by User Account Control. Click on Yes if so.

    4-In the Install Windows 11 dialog, click on Change how Setup downloads updates.

    5-Select "Not right now". This will save you from downloading a new build (if available). Click Next.

    6-Setup will check your PC and show a license agreement. Click on Accept in the license terms dialog.

    7-Wait for the setup program to check for the available free space.

    8-On the Ready to install page, click the Change what to keep.

    9-Now, you can select Keep personal files and apps, Keep personal files only, and Nothing. Also, Nothing is the only option that will be available if your installation media doesn't match the installed Windows 11 version or language.

    Note: It is safe to close the setup wizard at this step and cancel the repair install process. Otherwise, you won't be able to cancel it later. Finally, click Next.

    10-Click on Install to start the repair install of Windows 11.
