Losing sessions with IIS cluster and F5

We are running 3 IIS servers to host a site using a SQL database behind an F5 using SSL persistence. Users are getting intermittently disconnected and losing their session. The issue stops when only one IIS server is online.
Have tried switching from Website unionwells SSL to Cookie persistence on the F5, did not help.
Have tried manually generated machine keys added to each of the webserver's web.config, also did not resolve the issue.
In reviewing F5 logs, "TCP RST from remote system" appears periodically.
Looking for suggestions.
