Actually, your issue is not related to network, and it involves a third-party application which we're not familiar with. I would suggest you could uninstall and reinstall this application with the latest version to see if the issue still existed. If the issue still existed, I would suggest you would better contact the Toon App support to confirm whether this application has a compatibility issue with Windows 10 system.
