This site can’t provide a secure connection

Youtube is the only site I cannot access (on any pc/laptop in the house) and gives the message:

This site can’t provide a secure connection

www.youtube.com uses an unsupported protocol. ERR_SSL_VERSION_OR_CIPHER_MISMATC

I have checked time/date, emptied SSL cache, deleted historcial site data cahce, etc. Basically all the simple steps shown elsewhere.

Bizarrely it works if I install a VPN. I do not use a vpn currently and only trialled this as a potential fix although it messes up my other websites so I uninstalled it.

    Good Day RichardAgnew2,

    My name is Carlo, I am also using Windows 10 pc and community member like you. Let us work together to sort this out.

    -Does it happen to all browsers? can you please check with other browser if it does the same.

    Here's the steps you can try.

    -Press Windows key + X

    -Go to Settings

    -Click Update and Security

    -Click Troubleshooter then Additional troubleshooter.

    -Look for Internet Connection and run the troubleshooter.

    Once done proceed with these steps.

    -Press Windows key + X

    -Go to Device Manager

    -Expand the Network Adapters

    -Look for the Wireless driver that was installed

    -Right click and Update

    -Look for "Browse my computer for driver

    -Let me pick drivers available drivers

    -Choose an old driver and use it.

    Reset Network Settings

    Open Settings.

    Click on Network & Internet.

    Click on Status.

    Under the "Change your network settings" section, click the Network reset option.

    Click the Reset now button.

    Click the Yes button.

    -Click Start, type CMD and run as administrator

    -Copy and paste each of the commands below and hit enter.

    netsh int ip reset

    netsh advfirewall reset

    netsh winsock reset

    ipconfig /flushdns

    ipconfig /release

    ipconfig /renew

    Once you entered all those commands restart your computer and try to access the site.

    If issue persist, let's download the updated driver

    What is the exact model of your computer?

    To check the system model proceed with these steps.

    -Press Windows key + R

    -Type msinfo32 and hit enter.

    -Look for the System Model and manufacturer post it here.

    If you are using a custom built pc look for Baseboard version and Baseboard product and post it here.

    This issue usually involves a problem with your web browser or your site’s SSL certificate. The browser’s telling you that because it’s trying to tell you there’s a problem with the certificate the website is using for HTTPS, so “this site can't provide a secure connection”. In all cases the end-to-end encryption is still going to work just because HTTPS can’t function without it. There is no definite guide for managing this error.

    Two possible options to get rid of this issue

    1. Use Self Sign certificate
    2. Remove domain security policy:

    Steps for Chrome :

    • Go to : chrome://net-internals/#hsts
    • Query HSTS/PKP domain for localhost
    • Use Delete domain security policies option to delete configuration for localhost

    This error is because of the following problems:

    • Invalid SSL or SSL is untrusted (self-signed)
    • SSL Not installed properly
    • Old Technology or SSL/TLS version for encryption

    Thanks for your help Carlo and fast response.

    I did try those steps but nothing happened however it was a bit of a long shot as subsequently it wasn't working on my tv's either so was unlikley to be a windows issue.

    I contacted my isp provider (BT) who said that they did not think it was their problem.

    However eventually I turned off parental controls entirely on my account (even though Youtube was never restricted) and it worked again!

    I believe Microsoft Family Safety is causing it, though it is supposed to show the "You'll need to ask to use this site." Try turning Family Safety off and tell me if it works.
