I have been struggling trying to addrss an issue with my hp laptop. I update Windows 10 home to Windows 10 fall creator update a 2 days ago.

In task manager the number one resource using between 30-50%processor is "Service Host: Local Service (No Network) (3)". Under this are four services:

  1. Widows Firewall
  2. CoreMessaging
  3. Base Filtering Engine

I REALLY don't want to reimage this thing so any help or suggestions would be appreciated.

Thanks in advance.

Milan.

I followed the instructions from https://www.tenforums.com/general-support/95844-fall-update-v-1709-creates-problems-cpu-usage-desktop-wallpaper-5.html. It worked for me.

Resetting Windows Defender Firewall indeed solved my issue. I did with the procedure indicated in the thread above, Settings -> Update and Security -> Windows Defender -> Open Windows Defender Security Center -> Firewall and Network Protection -> Restore Firewall default settings

    Hello,

It could be that the third-party antivirus application is conflicting with a service in your system. Can you tell us if the issue is still observed when you temporarily disabled the antivirus application? This is for us to know if the issue is caused by third-party applications.

On a side note, you may boot your PC in Safe Mode and see if the issue is exhibited in Safe Mode. If the problem does not happen in Safe Mode, it means that the issue is not caused by the default settings and basic device drivers in Windows, and is more likely to be caused by third-party applications. You may follow the steps on this link on how to start your PC in Safe Mode.

We look forward to your update.

I am having the same problem (exactly as you described). However, I'm using Norton's Smart Firewall. I've tried shutting it off and then back on with no luck.

What is causing this problem? The suggested solution to reset Windows Defender Firewall is not applicable to me because my Windows Firewall is already off (b/c Norton's is on).
