Hi Leon, could you tell what is vital for the judgment of the qualification of Azure free account - phone number, visa, or something else? That is, could I get another Azure free account with only one phone number/one visa card? (I ask this mainly because I cannot get a free account with a different email address but the same phone number and visa card with my previous azure account, which has the free account to use.)

All you need is a phone number, a credit card, and a GitHub account or Microsoft account username (formerly Windows Live ID).

Well, I have already got one account with one email address (say, A), one phone number (B) and one credit card (C). Then I register again with another email address (say, D), so now I use D+B+C to create a new account, but fail to have a free account. (Same message: [You're not eligible for an Azure free account]). What should I do then to have a new free account?
This is not possible to do I believe, it is tied to your credit card number, you would need to use a different credit card.
