When I move an icon on my desktop, other icons move around/shift.

Right-click on an empty space on your desktop. Hover over View in the context menu.
Make sure Auto arrange icons is unchecked. Also, uncheck Align icons to grid if you want complete freedom to place them anywhere.
Arrange your icons as desired --they should now stay in place.

"Should" is correct, but the problem is that they don't always "stay in place." I experienced this just a few minutes ago. I was working on composing an email, and attaching some documents. The screen gave a little "flash," and suddenly all my desktop icons were all over the place.
Which is what led me to search for a solution.

This did not work for me. I followed your instructions and then refreshed the screen but my icons are still moving after editing. I just installed Windows 11 so maybe there is a different procedure for that?
