Sorry I need to ask the following questions:
- Did you mean Outlook 2013 continually prompts for credentials?
Or the users are prompted for credentials for the first time they launch Outlook? - Do the users have anything in common?
- Do you have other Outlook 2013 clients working fine without such problem in the organization?
I would recommend recreating Outlook profile for them to see if it can get rid of the problem.
And also check Credential Manager if there are some outdated credentials cached.
