Why did resource validation fail when trying to create a Trusted Signing Account

I'm trying to sign up for Azure Trusted Signing. I fill in the simple form and it fails with a useless error message. I'm not sure what else to try. Here are screenshots of the process:

    Hello Matt Haggard,

    Could you please confirm the Trusted Signing account name used during creation?

    Also, kindly refer to the following Microsoft documentation and ensure that:

    • The account name is not case-sensitive
    • The name does not begin with the word “one”
