Authorization issues while trying to upload a bulletin in Sharepoint 2013

I'm trying to upload a bulletin to sharepoint 2013 and it fails intermittently. This started to happen after latest patches were installed for sharepoint.
Netmon shows the following:

You could upload ULS logs through attachment.
