Failure to install other language typing after update Windows 10 (21H1)

Hi Everyone,

Just updated Windows 10 21H1 (PC which is joined domain) from 1909 yesterday.

OS language in English and I have installed other languages / typing in Chinese (Taiwan) & Japanese before updated.

After updated, I found both Chinese / Japanese typing not work with error "IME not ready"

I have tried to remove then re-install but failure (0x8024500C).

Any idea to solve it.

    1.Could you please run below command on issue win10 and share us the picture?
    Are Chinese (Taiwan) and Japanese installed on your win10?

    2.If we create a new local admin account on problematical win10 and logon this new local admin account, will the same issue happen?

    Here is the capture of the IME issue after updated 21H1.

    Both Chinese (Taiwan) and Japanese has been installed before update, but not found after updated 21H1.

    Even logon with new administrator account, IME issue still existed.

    1.From your picture, I think you run wrong command, please run below powershell command again and share us your picture, thanks for your cooperation.

    2.Please run below command in command prompt(open as admin) then check if it can find and solve system file issue?

    sfc scannow
    dism /online /cleanup-image /scanhealth
    dism /online /cleanup-image /restorehealth

    3.Please check if there is file missing in this location (Windows\IME\IMEJP\DICTS) of win10(21h1),
    if we find windows.old file in disk C on win10(21h1), we can try to copy them to this location (Windows\IME\IMEJP\DICTS).
    if we can't find windows.old file in disk C on win10(21h1), we can try to copy them from other working win10 pc which install the same language package.

    4.If the problem still persist, please open Command Prompt as Admin and do below steps:
    (1)Now type the following commands to stop Windows Update Services and then hit Enter after each one:
    net stop wuauserv
    net stop cryptSvc
    net stop bits
    net stop msiserver
    (2)Next, type the following command to rename SoftwareDistribution Folder and then hit Enter:
    ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
    ren C:\Windows\System32\catroot2 catroot2.old
    (3)Finally, type the following command to start Windows Update Services and hit Enter after each one:
    net start wuauserv
    net start cryptSvc
    net start bits
    net start msiserver
    (4)Delete your chinese language and Japanese lanaguage like picture

    (5)Reboot your server to save changes.
    (6)Reinstall your chinese language and Japanese lanaguage then check if there is error prompt and check if the IME can work.

    From below picture, I think your chinese language and Japanese language have not been installed successfully for current user.

    1.Is there proxy or Network behavior management in your environment?

    2.Is there WSUS or SCCM in your environment to control update patches?

    3.Is it possible to connect your issue PC to home network(none company network)then download the language and install language again?

    4.when we run below command, all command display successfully ?

    yes, there is another solution that can accomplish the same task more easily and better (yes, you still have to ask Microsoft for FOD), and set the group policy to get optional features directly from Windows Update.

    We apply below domain policy to specified issue computer, enter gpupdate /force in CMD on both DC and client computer, reboot the client then check the result.

    Computer Configuration>Policies>Administrative Templates>System>Specify settings for optional component installation and component repair
    Set it to Enabled

    Alternate source file path: empty
    Never try to download payload from Windows Update: Disabled
    Download repair content and optional features directly from Windows Update instead of Windows Server Update Services (WSUS): Enabled
