I've been able to create a team previously but recently this message appears.

So there are two workarounds

1. Use Teams Classic (the old version) if you can still get hold of it, It's on the MS app atore
2. Create a Team from SharePoint, log into office.com, select SharePoint from the app selector, then create site, select TEAM site on go from there
