Seems broken. I'd suggest clean install it, patch fully then check it again.

Hi,
Where do you get the Windows 10 ISO, is it from the Official site?
You may try to install Windows 10 ISO from official site then do in-place upgrade on the machine, check if after in-place upgrade, the Hyper V feature will appear.
Thanks for your time!
Best Regards,
Anne
