Partner Center Analytics displays app installation in unexpected country

Hello,

I have disabled certain countries with respect to some suspected sanctions/embargoes that I at this point would not like to check out too deeply (a 3rd time or so actually) so I sort of just avoid problems by not exporting the software to any potentially (but not necessarily) problematic locations.

However, I've noticed a couple of installations (but not acquisitions) in countries which the app wasn't listed for.

Of course I have a few scenarios in mind, but without trying to be too suggestive, how can this happen? Is this a known phenomenon, are these installations known to be a problem (for either MS or my ltd.), are they expected to affect me? Is there any way to prevent these from happening?
