WHy am I unable to assign the license Teams Phone Standard to a group?

Everytime I try to assign a on-prem group to the Teams Phone Standard license I received the error "One or more errors occured. Please reveiew the results below". The only other information that is displayed is that "There was an error assigning licenses to License - Temas Phone Standard group. Please try again". Initially I thought the issue was that I was using a group that had members already but after I removed all Users the same issue occured.

There has to be somewhere I can get more detailed logs to try and troubleshoot this issue. Any help is greatly appreciated.

    It is resolved, but not with the help of Support. They mostly just told me they were consulting with their Technical Advisor and asked for patience, for over a month.

    When we renegotiated our EA we got a new EA number, and were issued (among other licenses) new Teams Voice Calling plan licenses. Shortly, but not immediately, after the new licenses appeared (alongside the old licenses) in our list of licenses in the MS365 Console we lost the ability to assign or unassign users or groups to either the new or old licenses, The old licenses stopped working to provide a working calling plan to anyone but still showed up in the list, and groups or individuals assigned to them was stuck there. The few users who had been assigned to the new licenses during the short window of time it was possible to do kept working. We could not remove the old licenses ourselves either.

    All the while, the Console kept issuing nastygrams that the old licenses were going to be removed, and all the information associated with them would be lost. At one point Microsoft Licensing said Well OK, we won't pull the old ones until Support can help you get the new ones working. But eventually, the old ones did vanish. And everything started working.

    True to their word, all the information associated with the old calling plan licenses, like what what telephone numbers were associated with which users, and what all the remote users 911 addresses were, vanished too and needed to be restored manually. But at least people could once again be assigned to a working license to make and receive telephone calls. I heard a rumor indirectly from a Microsoft employee that everybody with a Teams Voice Calling Plan license who got a new EA agreement number had similar problems, and it is basically just a defective license issue.
