Email compromised by hacker using @Mail.ru and has linked Phone

Been trying for years to log into my first Hotmail account I created; keep getting message, "You’ve tried to sign in too many times with an incorrect account or password". 

When I try to recover my password, the recovery Email it provides is not mine and neither is the phone number. It is a @mail.ru which brings up suspicions .

After that step, it takes me to the "Recover your Microsoft account" page. I have tried to fill it out multiple time to recover my account, but zero attempts worked.

I am not able to fill out the form accurately (which asks for previous passwords, subjects/recipients of sent emails, etc) because I was very young at the time and no matter how many times I will try, I still won't have enough information and probably won't.

NONE of the automated processes work.
Can't find real human to help, if there was, i'd be done by now;
I can't give my Birth certificate or my Government ID to a Virtual Agent program that can't understand outside of keywords and phrases.

I can't explain to the Virtual Agent where the exact location I made my Hotmail, show live video feed of me standing in front of that building, in my home town, can't Zoom Chat the Virtual Agent.

I would even give my Banking details to REAL Human Agent (my email is Birth name)

^^That is good to know. I would love to get help getting a REAL Human from Outlook support team, to help me sort this out, (Sorry Virtual Agent, you're not wanted here) within a secure environment, away from the public since we cannot discuss it here.

May it be through e-mail, phone, what ever you need, I just need the right directions to the RIGHT help/person ( not to automated non human links ).
