I have deleted every.single emial as well as emptying the deleted folder. and it still says my storage is full
**** pirates. forcing people to pay for a service that should be free.

I don't know how to start receiving emails. it says I have 15GB of email space and I've only used 1.9GB. I am so confused by this as I haven't been able to get any emails for days and i really need to get it working asap.

Thats exactly what MY feeling are. I have reduced about 50% and am still at 91% full.
I'm not a conspiracy theorist by any stretch... but I'm starting to get that way.....
I've done this. Every single thing in my Onedrive and my email has been delete. I've signed out and in, refreshed and it still says full.

Your Microsoft Storage, aka OneDrive, is full, thanks to the new policy of Outlook.com attachments using OneDrive storage. You can check here: https://outlook.live.com/mail/0/options/general...
You'll need to delete mail and empty the deleted items folder. You can sort the folders by size and delete the largest messages first - this will free up space faster.
If you have Outlook 2013 or newer desktop software, you can add the account to Outlook and archive it. This deletes the mail from the server and saves a copy in a pst file. https://support.microsoft.com/office/archive-it...

You should be able to send and receive mail within minutes of getting under Microsoft storage quota. If more than 2 hours have passed, contact Outlook.com support.
But first, two things you can try:
Log into Outlook.com on the web using a PC or Mac. If you log in from a mobile device, you need to use the desktop site.
Click the ? icon on the Help tab to open the Help menu. Type a question. Scroll to the end of the research results and click Yes for Still need help?.

I followed you through to the "Storage" page but there was not 2 sections. Only one section called "Storage". There was no mention of "Microsoft Storage" or any mention of "OneDrive".
Now what do we do?
