After my research, I think your issue is caused by the installation of Windows Update(kb5003690). I have found our public document on detailed information of Windows Update(kb5003690) and some similar cases. It seems that since latest update KB5003690, a new usbprint.inf driver has been released. And I think this new drive is the reason why you cannot communicate with your printer's USB. Here are the articles:

In addition, the fact that when you removed this version of update, your issue can be solved, as you said, can also imply the root cause of your issue.
Here, my suggestion is, you can uninstall this version until any hotfixes for issues arised from Windows Update(kb5003690) are to be released. KB5003690 is a quite new version, so there is no reliable hotfix in public at present. Just wait for a few days.
