Outlook Slow/Crashes - Slow and Disabled Add-ins

Is Outlook Change Notifier needed?

It appears to be the root cause of a specific user experiencing extremely slow/laggy Outlook locally on their machine:

We tried a couple other solutions that had a slight impact but not much:

  • deleted all files in the outlook folder
  • removed addons
  • compacted outlook data file
  • removed profile and created a new one

I guess I really didn't disable/remove all add-ins if Outlook Change Notifier is still there?

    To understand whether it is the add-in that is causing your Outlook to crash please open your Outlook in safe mode or use Outlook on the Web.

    If an add-in is slowing or crashing your Outlook, it is recommended you disable it. To disable add-ins please see this Microsoft document, under Outlook safe mode and disable add-ins.

    It was the Outlook Change Notifier. Once removed, everything ran leaps and bounds faster.

    Much faster in browser version. Need to test opening Outlook in Safe Mode with user.

    From the screenshot though it does appear to be Outlook Change Notifier. What is Outlook Change Notifier and is it needed?
