no resources found which autoscale is applicable when create autoscale

Hello

Sorry to trouble you. I had read many Azure document but still not settle.
I would like to auto scale VM size to save money. But I can not continue at this page. No resource I can process or continue.
I create a availabilite set, but still nothing show at here.

    @Scott Gao Thank you for the patience over the matter!!!

    I did repro in my lab and did some research as well to understand the application of Auto scale in Azure.

    First thing Auto scale is a built-in feature of Cloud Services, Mobile Services, Virtual Machine Scale Sets and Websites that helps applications perform their best when demand changes. Hence the feature is available for these services.

    Now I did repro on all the possibilities and was successfully able to enable Auto scaling first from the resource Blade itself rather than doing in Monitor separately and then from Monitor settings also.

    To Auto scale Azure Virtual Machine Scale set I first followed this article and was successfully able to enable the setting and configure it as per the rule requirement. I also checked the Monitor blade then as mentioned in the query and was able to see the VMSS and configured rule there:

    Selected the settings as mentioned in article by selecting Custom Auto Scale and clicking on Add Rule:

    Now when I go to monitor applying filter for my Subscription I can see my VMSS named test :

    Above scenario is more around the use case when Auto scaling has been already enabled on the Resource itself.

    I created another VMSS with name test2 and this time I didn't enabled the Auto scale setting as you can see below Save option is Grayed out and default setting is there:

    I am able to see my scale set in after applying the required filter and the status for Auto Scaling is showing as Not-configured:

    After clicking on it I am redirected to a similar page as is the case in resource itself where I can configure Auto scaling:

    Since both in case of autoscale enabled and disabled on resource it is showing on Monitor implies that you should be ideally seeing it in the portal in a similar way but it is applicable for the services I have mentioned at the start of the answer i.e. here is VMSS and not single VM since Auto scale option is not present there. If you have a VMSS check if it running and if not you can try to spin up one and check. Still if you are facing issue then we might need help from Support to check your environment and help you further.

    Assuming you might want to scale your VM in that case you can refer to this.
