It seems to me that you are trying to change your recovery phone number for two step verification in your Microsoft account. Just to set your expectations that Microsoft accounts are managed by an automated server in which we do not have any manual access to this, and we have limited tools for checking your account and subscription details in Community.
Allow me to ask:
- Can you still sign in with your account in https://account.microsoft.com/ ?
- What error message are you getting?
- Is this happening to other devices, networks, and browsers?
To change your phone number in your Microsoft Personal account, follow these steps:
- Sign In:
- Visit the Microsoft Account Sign-In page.
- Sign in using your existing credentials.
- Security Settings:
- Click on your profile picture or initials in the top right corner.
- Select View account.
- Navigate to the Security section.
- Update Security Info:
- Under Security info, choose Update info.
- If your organization has specific instructions, follow those first.
- Otherwise, you can access your security verification settings from the Security info page.
- Add a New Phone Number:
- To add a new phone number for two-step verification, follow these steps:
- Select Add sign-in method.
- Choose Phone and enter your new phone number.
- Verify the number by receiving a code via SMS or call.
- Select Save.
- To add a new phone number for two-step verification, follow these steps:
- Remove Old Phone Number:
- If you want to remove your old phone number, go to the Phone section.
- Next to your current number, select Delete to remove it.
Remember to keep your recovery phone number up-to-date for enhanced account security!

Please note that adding/removing/changing of security information in your Microsoft account will be validated by an automated server in which will take a maximum of 30days. This doesn't mean that you are completely locked out from your account, you can still sign in with your account however, there are areas where you can't get in due to the request of change.
