How to change language from Microsoft emails?

I recently purchased a laptop from china and set it up there. But when I came back to Canada, I clean installed the laptop and changed every possible setting to english on windows, microsoft and outlook. In the most part, everything is in english. However, whenever I receive password reset, confirmation code, etc. emails from Microsoft, the emails are in chinese. I have tried every method posted online and there is just one last one that I haven't tried. It involves removing the primary alias account and readding it later. My email is a ...@outlook.com address. I read that this only works if the email you are trying to fix is a @gmail.com account. Can anyone verify if this is true? I don't want to remove it and end up having even worse issues. Or is there another solution to this problem?

    1. The country and timezone were set correctly.
    2. In outlook, the language and timezone were all set correctly.
    3. Every other microsoft service that I have used were also in english
