Yahoo rejects my email messages, due to DMARC problem

I have two free Microsoft email addresses, ******@OUTLOOK.COM and ******@LIVE.CA. Starting Thu Feb 1, I found that emails sent to Yahoo or Gmail from either domain failed the DMARC check. That is, Yahoo postmaster rejects my emails, see below. Apparently more than 5000 individuals use OUTLOOK.COM to send emails each day, so all people with emails in this domain count as "bulk senders".

When will Microsoft update the DMARC records for these domains?

I went to SkySnag to check my email accounts, at https://www.skysnag.com/domain-results/?domain=******@OUTLOOK.COM/ It shows that the SPF check passes, but the DMARC check fails.

My attempt to send email on Feb 1 was bounced with this error message. I got a similar response earlier this morning.

    Hey Palcouk, You told me to post my question on Community under topic=Outlook, which is what I did.

    Update: My email at YAHOO.COM is not receiving emails from my address at OUTLOOK.COM. My Yahoo email is receiving emails from my address at LIVE.CA, so at least now I can use the address in LIVE.CA domain to send emails to everyone (Yahoo, Gmail, Microsoft).

    That may not be DMARC problem. IP address 40.92.40.19 is on DNSBL (blacklist).

    Um, how can I resolve this problem? I use email in domain OUTLOOK.COM and it sends my outbound emails via the server at this IP address. How can I resolve the DNSBL problem, or the DMARC problem that Dmarcian website has reported? Do I give up using my email address in OUTLOOK.COM..? Has anyone else had this problem?

    Many of Microsoft's mail server IP addresses are listed on DNSBL. It isn't something for you to fix. Microsoft is responsible for fixing their IP reputation. The same goes for DMARC. If you use a custom domain name (not outlook.com), DMARC and other DNS records become your responsibility.
