I plan to develop Display device with built-in camera.
The camera supports Windows hello.
The camera and PC are connected via USB communication via a USB HUB.

Do we need to perform HLK tests and submit logs when we want to promote Windows Hello support?

Of course, I know that the system(OEMs) has the following requirements:
OEM self-validates the system with module from the PQL(pre-qualified module)
OEMs perform limited testing including IQ, Hardware Lab Kit (HLK)
OEMs follow system integration requirements as documented in latest specification document published on MSDN
Submits results via SysDev portal
