So I've been having this issue as well and did not want to lose all my profile settings etc,

The solution was to check the date and time on the computer, if it's off even by 1h outlook will freeze on loading the profile.
once the date is set correctly Outlook works fine again.

    1. Firstly, please try to Open Outlook in safe mode - Microsoft Support. If working fine in safe mode, you may disable all related add-ins in Outlook and then check to switch to New Outlook again. More on starting Outlook in safe mode and disabling add-ins.
