License SQL Active vs Passive Nodes when bought through CSP Program

Hi All,

Does my customer need to license both active and passive nodes in a SQL failover cluster, When the SQL licenses are purchased via CSP? I know with Software Assurance they'd only need to license the active, but wasn't sure how that would work in CSP since there is no SA
