So for anyone who is still having issues, this what worked for us.

If you have deployed M365 Apps via Intune, please update the following setting.

Monthly Enterprise Channel doesn't bring the update we are after.

Then let the user accounts sync.
You can also try manually triggering an update via the user device and then use Excel (which is not affected) to update the Office app manually.

    Hope this works for you.

The version that you need is this.

What Version/Build of Outlook are you using (File, Office Account, under About Outlook)? I found a recent bug that says issues loading that DLL should be fixed in 17816.xxxxx. Also, there is a new build 17830.20166 please try File, Office Account, Update Options, Update Now and make sure Outlook is on the latest version.

If you go to the Windows Event Viewer Application Log are there any corresponding events for this issue? I want to see if there are any hangs or crashes showing up. They would be Event 1000/1001 for a crash. If you have any please post the Event 1001.

You need to update to this version.
    Then it sorts itself.
Both Outlook and Word are gonna be impacted.
Will have to use Excel to update manually.
