DFS Replication Insufficient permissions

Hello,
I am testing the DFS processes ...
For the replication I am getting an error:

I saw that we need to be out of a site with RODC but will it be sufficient? Do we need also Domain Admins Account?
Could we use a "Delegate Management Permissions"? This will mean a Domain Admin will need to connect first, then do a Delegate Management Permissions" to the DFS Administrators Group and then we should be able to proceed, is it correct?

    Based on my research, the user to create the replication group should be a member of Domain Admins group in the domain where the replication group will be created.
    Delegate Management Permissions can be considered to complete your goal.
    Delegate the Ability to Manage DFS Replication
