Is there a way to create Alerts like in Azure Monitor has with ARM Templates,
But with SCOM ? or using some sort of TEMPLATE for SCOM ?
Using cmdlet or whatever ...

That would be "creating a management pack", or at least rules/monitors. But that's a very broad question... what are your trying to achieve more precisely?
