Unable to install July 2021 rollup patches on Windows 2012 KB5004285 KB5004298

I am having trouble installing the recent July rollup updates KB5004298 and KB5004285. Updates install fine but after reboot it rolls back. I have tried installing each one individually, used sfc/dism, cleaned up C:\Windows\Temp, cleaned and reset windows update, installed manually, installed direct from MS instead of WSUS, etc. CBS.log seems to give some relevant information but I have not been able to figure out where to go next.

    I have tried the method to install a new Windows 2012 R2 server and copy the Macromedia folder, but it was not there in C:\Windows\System32. Anyone can guide me please?

    Hi All,

    I have found a working solution that has now been tested on 4 servers.

    MS have included a FlashRemoval in this months rollup.

    Our InfoSec team sent a notification 6 months requesting the removal of:
    C:\windows\system32\macromed
    C:\windows\syswow64\macromed

    I found working servers could install the update had these two folders, however without any contents.

    Simply create the two folders on the affected servers and run update KB5004298 https://www.catalog.update.microsoft.com/Search.aspx?q=KB5004298 and VOILA! working!

    Oddly the folders still reside on the servers POST reboot, so no idea what the removal is actually doing.

    Hi Everyone,

    Thanks to all for your help. On our setup with Windows Server 2012 R2, we had two servers that had the same issue. I have followed your instructions with the creation of the below folders. After the creation of the folders, I installed the updates, restarted and all was successful.

    C:\Windows\System32\Macromed\Flash
    C:\Windows\SysWOW64\Macromed\Flash
