Major issues from factory reset stopping via power outage

I had to do a factory reset, so I saved all the files then began a reset, things going well until I had a short power outrage!

Now HP thinks the reset was a success, if only...

If I don't do F10 I can get to Troubleshoot or turn off your pc. Troubleshoot if of no use, as there is no factory reset, just system restore, etc but none of those will work. I can get to the command prompt but then it is stuck on X:\Windows\system32\cmd.exe

Any ideas to help me would be gratefully received, esp as I am stuck at home after just having a back procedure but no pc!

    The manufacturer (HP) will be your best resource for problems with hardware reset. Another option is to ask for help with your hardware in dedicated forums here.

    What are the status of the important computer files:
    a) files backed up to another drive or the cloud
    b) backed up images saved to another drive or the cloud
    c) no backed up files or images > files need to be saved
    d) no backed up files or images > files do not need to be saved

    Please perform the following steps:

    1) Find 2 or flash drives that you can format (> or = 8 GB)

    2) Make tools that can be used to recover important files, test the drives, and troubleshoot

    3) On a working computer create:

    a) a new bootable windows 10 iso 21H1:

    Hi,
    When you are performing a reset, there is quite a bit of re-writing going on with your primary partition. If that process is interrupted with a power-down, the partition will likely become corrupted.
    If you have a custom PC with no recovery partition, then you'll have to install Windows again through a USB stick, DVD disc, or other external bootable media. You'll have to create a bootable USB with a special software if you want the PC to boot with Windows install on it.
