Remember password but cannot verify identity hotmail

Question

I remember my password and logged in only to find a two step verification process. Get sent an email verification to a recovery which I most definitely do not remember. I made this email over a decade ago and do not use anymore. The other option was to fill in a form
Which I did to the best of my knowledge and I am still locked out. I can no longer do this anymore for another 24 hours. I need to get into this email inbox and get back into my Instagram account which was hacked. I am breaking down, please help me

If an account access problem then also try resetting via the account recovery form
