When the 2010 and 2016 versions coexist, it is understood that only 2016 should exist in the source of the send connector. So, if I added 2016 server and removed 2010 server, then I can't send mail to the outside. Currently, receiving email from outside is normal. I have a mail scanner in the middle of internal exchange servers and internet. all inbounding and outbounding are through it

Sounds like the Mail scanner is not configured to allow the 2016 server to send through it.
Does sending through the 2016 server generate a NDR? If so, what is the exact error.

In order to better help solve your issue, would you mind providing us with more detailed information about your issue?
As Andy mentioned above, did you receive any NDR messages or other error prompts? And does this issue only happen to specific users on specific mail server? It is suggested for you to do more test with other mailbox users and see if the issue has any difference there. By the way, it is also suggested to check the message tracking log to see at which step those sent emails stuck when delivering.
