How can I get passed this Azure Loading screen?

I tried all the things that the documentation told me to do here: https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/troubleshoot-sign-in-issue
but nothing is working. I am using a free-tier Azure account, and the last thing I did was delete a resource group before it signed me out automatically.
Could anyone help out with this issue? I want to be able to upgrade my subscription soon.
