Waiting Blue Screen hides 'set up PIN' request (two)

Question

Hello,

When i start the laptop for first, windows request me for Set up PIN, but after i press "set up PIN" button it shows me a Waiting blue screen for ever, if i press [ALT]+[TAB] i can see the window that request me to "Set up PIN" but it cannot came to front, it shows the blue waiting screen.

How can I get the PIN setup window without disconnecting network and retry, setup pin manual by going to settings, Accounts, sign-in options.

@CarlFan,

I know this is almost the same question only we need the Setup Pin window and do not want to disable Hello.
I can not find anyone who was able to fix this.
