In our WSUS server, we assigned a client-server to a specific group, and we can see it is in that group; however when I approved the updates to this group, all the other client-servers can detect the update except this server.
But when I log into this client-server, it could detect the updates which have been approved for another group.
we tried to move it out from that group then move it in, the issue is still there.
could you give me some advice on this issue?

What is the status of the case right now? Is there any updates of the case? Whether the solution Marshall provided below is helpful or not?
According to the description above, the server detect the updates which been approved for the other group. It seems that the issue is related with dual scan. Please try to enable the below policy on the server to prevent the server from scanning updates from the Internet first:
