It's highly probable nodody will respond to your case as you logged it with tag power-query-desktop and on my side I have no clue at all what you talk about re. recording a meeting when it comes to play with Power Query or PowerBI Desktop

My recommendation would be that you edit your initial post (see the little gear icon in the upper right corner of your post) and provide more information, context... AND revise the tag appropriately

Could you make a screenshot of your scenario?

If you mean that the Start recording feature in Microsoft Teams meeting, it’s suggested to confirm with your IT admin if he turns on Allow cloud recording for you in Microsoft Teams admin center as below:

I seem to be struggling with the MS Teams and I cannot record as discussed before and now I have meetings that I cannot record, while I paid for the upgrade and I'm loosing out on the money. please I need help as soon as possible.

Do you mean that you cannot log in Microsoft Teams admin center?
It needs an administrator role. So, please make sure you have an admin account.
