As per the article, The Azure Hybrid Benefit for SQL Server is available to customers with either of the following.
- SQL Server Enterprise Core with Software Assurance or qualifying subscription licenses
- SQL Server Standard Core with Software Assurance or qualifying subscription licenses

Further you can use the Azure Hybrid Benefit calculator to calculate the benefits based on above mentioned Enterprise or Standard license as show in below screenshot:
