.exe files from network resources do not open

Hello,

Windows Server 2019 Standard.
Domain-based infrastructure. Users cannot run .exe files located on network resources. The same situation occurs directly from the domain controller server.
I reset the GPO policy to its default but that didn't help.
Please help.

Try adding the location to IE\Tools\Internet Options\Security\Trusted sites

This solution worked (thank you) on the domain controller, but where does it come from?
Now I would have to do the same on every workstation, and it shouldn't be necessary if the resources are on the same internal network.
