When I open Excel 2013, it opens in a minimized window that is no bigger than the size of a tab. It does it with new or existing workbooks.
Has anyone else experienced this?

I found this problem after I had been using a Dymo printer to print small address labels. When I changed the printer to my Canon printer the chart opened properly.
Its the Ribbon Display Option.
It just happened to me today after a Windows 10 update, I tried your method and for me it worked, thanks.

This will work, if there are no macros or mail merges involved. See my reply on April 15, 2014. I was able to duplicate the problem on multiple machines whenever spreadsheets contained macros and were combined with mail merges in Word. Macros alone or mail merges alone will not duplicate the issue.
So after running macro/merges, I resize using almost any of the suggestions offered. I don't have a problem again until I run a macro/merge.
I've just learned to live with it!!
