User consent apps not working

Hello,

We really need help because no matter what we do the problem still persists.

We want to connect Outlook calendar into an app called High Level. The account is at a user level BUT we already tried the steps regarding consent as stated here https://learn.microsoft.com/en-gb/azure/active-directory/manage-apps/configure-user-consent?tabs=azure-portal#configure-risk-based-step-up-consent

BUT still the user account could not pass through. The status is still the same - need admin approval.

How can we resolve this?
