Azure SignalR using credit despite undeployed.

I have recently setup my Azure account and I plan on doing some development involving Azure Functions, etc. I setup Azure Directory B2C, resources, and my SignalR, etc.
However, as I've focused on some other matters for the last few days, I've noticed my SignalR has been taking up some of short time credit, despite eme not deploying any service at all. Is SignalR free off paper really, or does it's mere presence draw cost to it? What could trigger this?

I've deleted the service and it seems to have stopped the accumulation. I will work again on further notice.

    We apologies for the delay in response. Thanks for bringing this to our attention. This is definitely odd behavior. Azure SignalR is free if you're using the free plan

    The billing model for Azure SignalR Service is based on the number of connections and the number of messages. This article explains how messages and connections are defined and counted for billing. If this issue comes up again please do let us know so we can investigate further.
